Duran Duran and Spandau Ballet for me although I also like Talk Talk. I thought about pitting Duran Duran against Spandau Ballet only for this death match but thought it unfair to omit the others. I opted for these two but agree Talk Talk are great as well. If it were Duran Duran vs Spandau Ballet I would honestly be struggling to decide.

As much as I love Talk Talk, I suspect Mark Hollis wouldn't be chuffed to be classed as a New Romantic, he was a serious artist you know!

Ok ... let me compare out loud here (never done this before)...
Spandau have 9 absolutely TOP tunes in my opinion: Gold, Lifeline, Only When You Leave, True, Through The Barricades, I'll Fly For You, Round & Round, Fight For Ourselves, Be Free With Your Love
Duran Duran tracks in the same league for me: Planet Earth, Hungry Like The Wolf, Is There Something I should Know?, Save A Prayer, A View To A Kill, Notorious, Union Of The Snake, The Reflex and I love the remix single "Burning The Ground" - so from their heyday they only really have the same number of tunes I love as Spandau.
However what is exceptional about Duran Duran is that they have 2 superb early 90s songs I love: 'Ordinary World' and 'Come Undone' then in the 2000s have a few more too: 'What Happens Tomorrow' and 'Falling Down' (worth a listen if you've never heard them). They also have many tracks I quite like too: Reach Up for The Sunrise, All She Wants Is, I Don't Want Your Love, Skin Trade, Wild Boys & Rio plus a few others.
...thus based on the number of tracks I like, Duran Duran beat Spandau as they've kept releasing catchy pop tunes even after the 80s - so it's Duran over Spandau for me based solely on the songs I like.

Not a huge lover of the Duran Duran songs personally. Really didn't like the late 80s ones after the two Taylors had left, like Skin Trade.
Spandau Ballet probably edge it but I'm not a huge fan. I imagine that both are good live acts these days.

Can I pick Duran Duran twice?
I still know most of the lyrics and like listening to them. Child of the 80s I am. Started to sing Seventh Stranger right away. Will take me days to get rid of that catchy tune again. Like jno said, they had a lot of great songs. Speaking of All She Wants Is: Big Thing is one to get me going, but I like the whole album. Good stuff.
From A Flock of Seagulls I remember nothing except one song and the outfit. Quickly watched some videos, but only wonder if this is where Trump got his hair-style inspiration from.
The others left no impression comparable to Duran Duran, although at least I know their names.

I liked some of their late 80s-early 90s songs but not as much as their earlier work. They had a commercial decline in that period like a lot of acts that had big commercial success pre-Live Aid.

Talk Talk (I personally wouldn't class them as New Romantic though ) and AFOS for me. A couple of stone cold classics in Life's What You Make It and I Ran seal the deal.

Duran Duran were great, my favorite song by them is Friends of Mine. I also opted for Visage because no matter how many times i listen to it I love Fade to Grey. Midge Ure's voice is great. Ultravox get an honorary mention.

Duran Duran are often remembered as a 'teeny bop' or 'girls' band. Which overlooks that they did great power pop songs in the early-mid 80s. Their spin-off acts The Power Station and Arcadia were in a similar mode.
I consider the Human League to be New Romantics and I voted for them as 'other'.
